Academic Mission
The Diploma in Public Administration and Management program at Uganda Martyrs Seminary, Namugongo equips students with a foundational understanding of administrative principles and management practices essential for effective governance. This program delves into core concepts of public policy formulation, implementation, and evaluation, alongside principles of organizational behavior and human resource management within public sector contexts. Students will explore financial management, ethical considerations, and the legal frameworks that underpin public service operations. The curriculum is designed to foster critical thinking and problem-solving skills applicable to diverse public sector challenges. Upon completion, graduates will be prepared for entry-level roles in government ministries, local authorities, non-governmental organizations, and international development agencies, developing key skills in policy analysis, project management, and stakeholder engagement.
