Financing Your Education: The Higher Education Students’ Financing Board (HESFB) Loan Scheme Explained

Introduction

For decades, thousands of brilliant Ugandan students dropped out after A-Level simply because they couldn’t afford university tuition. In 2014, the Government of Uganda changed this narrative by introducing the Student Loan Scheme, managed by the Higher Education Students’ Financing Board (HESFB).

This scheme provides loans to students to cover their tuition, allowing them to study now and pay later. If you have the brains but lack the funds, this guide is your roadmap.

What Does the Loan Cover?

The HESFB loan is not pocket money. It is strictly for academic costs. It covers:

  • Tuition Fees: Paid directly to the University/Institution.
  • Functional Fees: Library, registration, exam fees, etc.
  • Research Fees: Where applicable.
  • Aids for PWDs: Appliances for students with disabilities.

Important: The loan typically does NOT cover accommodation, meals, or transport (except in rare cases where funds allow). You must find a way to fund your daily survival.

Eligibility: Who Can Apply?

The competition is tight. To qualify, you must:

  1. Be a Ugandan Citizen.
  2. Have an Admission Letter: You must be admitted to a recognized Higher Education Institution (Public or Chartered Private).
  3. Demonstrate Financial Need: This is key. Orphans, students from poor households, and PWDs are prioritized.
  4. Study a Priority Course: The scheme heavily favors STEM (Science, Technology, Engineering, Math) programs. However, PWDs can apply for any course, including Humanities.

The \”Priority\” Programs

The government funds courses that drive national development. Expect to be funded if you are admitted for:

  • Medicine & Surgery
  • Engineering (Civil, Electrical, Mechanical)
  • Education (Science combinations)
  • Agriculture
  • Nursing & Midwifery
  • Information Technology

Note: Recently, some Humanities programs (like Tourism and Hospitality) have been considered for funding, but Science remains the focus.

Application Process (Step-by-Step)

Applications usually open in May/June each year.

1. Online Application

Visit the HESFB website. Create an account on the ILMIS (Integrated Loan Management Information System).

2. Pay the Loan Processing Fee

A non-refundable fee (approx UGX 53,000) must be paid to a designated bank (Centenary, DFCU, etc.). Keep the receipt.

3. Required Documents

You will need digital copies of:

  • UACE and UCE Pass slips.
  • Admission Letter.
  • National ID (Applicant and Parents/Guardians).
  • Birth Certificate.
  • LC1 Letter.
  • Sketch map of residence.
  • Proof of need: Death certificates (if orphaned), PWD medical reports.

4. Submission

Submit online. In the past, hard copies were required at Centenary Bank branches, but the system is moving fully digital (ILMIS).

Repayment: The \”Pay As You Earn\” Model

This is a Loan, not a scholarship. You must pay it back.

  • Interest: It is inflation-indexed (usually around 7% per annum), which is very low compared to commercial banks.
  • Grace Period: You have a 1-year grace period after finishing your studies.
  • Repayment Period: You have twice the duration of your course to repay. (e.g., If you studied for 3 years, you have 6 years to repay).
  • Collection: Employers are mandated to deduct repayments from your salary if you are employed.

Tips for Success

  • Honesty: Do not lie about being an orphan. HESFB verifies status physically. Fraud leads to disqualification and arrest.
  • Completeness: Most rejections are due to missing documents (e.g., missing a map or LC letter).
  • Apply Early: The portal often jams on the deadline day.
