Government Sponsorship at Makerere University: Eligibility and Cut-off Points

Introduction

The Government Ticket to Makerere University is the academic holy grail in Uganda. Every year, the government fully sponsors 2,000 students at Makerere based on academic merit (National Merit) and others through District Quota, Sports, and PWD schemes.

Understanding how this system works—specifically the weighting and cut-off points—is crucial for every A-Level student aiming for the Ivory Tower.

The Weighting System

Admission is not just about having \”20 points.\” It depends on your Weighted Points for a specific course.

The Formula

Weighting = (Principal 1 × 3) + (Principal 2 × 3) + (Principal 3 × 3) + Subsidiary + General Paper

However, subjects are categorized as:
1. Essential: Multiplied by 3.
2. Relevant: Multiplied by 2.
3. Desirable: Multiplied by 1.

For example, for Bachelor of Engineering:
– Math & Physics are Essential (x3).
– Chemistry is Relevant (x2).

This means a student with an ‘A’ in Math (Essential) ranks higher than a student with an ‘A’ in Chemistry (Relevant) for Engineering, even if their total aggregates are the same.

Types of Government Sponsorship

1. National Merit (Direct Entry)

The top 2,000 students in the country, regardless of origin. These are the academic giants. Cut-off points here are astronomically high (often 50+ weighted points).

2. District Quota Scheme

Designed for regional balance. The top students from each district are selected.
– Benefit: A student from a remote district might get Medicine with lower points than a student from Kampala, provided they are the best in that district.
– Requirement: You must start and finish A-Level in that district (or prove origin).

3. Special Schemes

• Talented Sports Scheme: For national-level athletes.
• PWD Scheme: For students with proven disabilities.

Gender Affirmative Action (The 1.5 Bonus)

All female applicants receive an automatic +1.5 points added to their specific weight. This policy has successfully increased female representation in STEM courses.

Understanding Cut-Off Points

Cut-off points are not fixed; they are determined by the performance of applicants in that specific year.

High-Competitive Courses (Estimates)

• Bachelor of Medicine & Surgery: The most competitive. Cut-offs constantly hover around the maximum possible scores.
• Bachelor of Laws (LLB): Requires a special Pre-Entry Exam (though this is occasionally reviewed). High weighting on Literature/History.
• Civil/Electrical Engineering: Requires top grades in Math and Physics.

How to Read the Cut-Off List

If the cut-off for B.Com is 45.3:
– It means the last person admitted on government sponsorship had 45.3 weighted points.
– If you had 45.2, you missed it.

How to Apply (PUJAB)

The application is done in Senior 6 through the Public Universities Joint Admissions Board (PUJAB) forms.

• Guidance: Career teachers play a vital role here. Filling the PUJAB form incorrectly (e.g., putting a course you don’t qualify for as 1st choice) is a fatal error.
• Order Matters: Your 1st and 2nd choices are critical.
